A Project-Based Section 8 Senior Living Compliance Manager holds a specialized role within the framework of HUD-regulated affordable housing, focusing specifically on senior living communities. Project-Based Section 8 Senior Living Compliance Manager

Job Overview:

The Project-Based Section 8 Senior Living Compliance Manager ensures that Christ Church Harbor Apartments comply with all regulations and guidelines set forth by the U.S. Department of Housing and Urban Development (HUD) for Project-Based Section 8 programs. This role includes overseeing compliance, managing resident eligibility, maintaining property standards, and ensuring that the specific needs of senior residents are met in accordance with federal guidelines.

 

Key Responsibilities:

1. Regulatory Compliance:

- Maintain in-depth knowledge of HUD regulations and ensure all aspects of Christ Church Harbor complies with Project-Based Section 8 program requirements.

- Stay updated with HOTMA changes in regulations that affect senior housing and implement these changes in our property operations.

 

2. Resident Eligibility and Relations:

- Oversee the process of tenant selection to ensure compliance with the eligibility requirements of the Section 8 program, with attention to the unique aspects of senior living.

- Manage ongoing tenant certifications and re-certifications, focusing on the special income and healthcare needs of seniors.

 

3. Documentation and Reporting:

- Prepare and maintain meticulous records including tenant files, compliance documentation, and incident reports as required by HUD.

- Submit detailed compliance and operational reports to HUD, property owners, and other stakeholders.

 

4. Audits and Inspections:

- Coordinate and manage HUD audits and property inspections, ensuring that Christ Church Harbor Apts is well-prepared and meets all required standards.

- Address audit findings promptly and implement corrective actions as needed.

 

5. Training and Policy Development:

- Develop and enforce property management policies and procedures that reflect the specific requirements of senior living under the Section 8 program.

- Provide regular training to staff on HUD compliance, with an emphasis on the nuances of managing well a senior living facility well

 

6. Community Engagement and Support:

- Serve as a liaison between Staff, residents, and HUD.

- Facilitate community engagement activities and support services that enhance the living experience of senior residents.

 

Qualifications:

- Education:

Bachelor’s degree in public administration, Health Administration, Gerontology, Real Estate, Business Administration, or a related field.

 

- Experience:

Minimum of 5 years of experience in HUD property management or compliance, with at least 3 years in a senior living environment or in managing HUD-funded properties.

 

- Certifications:

Certification in senior housing management, HUD property management, such as Certified Occupancy Specialist (COS) or Assisted Housing Manager (AHM), is preferred.

 

- Skills:

Strong knowledge of HUD regulations and senior housing requirements, excellent communication and interpersonal skills, strong leadership and organizational skills, proficiency in using HUD property management software such RealPage/One site or Yardi.

 

Physical Requirements:

- Must be able to navigate the property and interact with senior residents, which may include walking, standing, and climbing stairs.
